सहभागाला कृतीची जोड हवी

२०११ हे वर्ष गाजले जगभरात सुरु झालेल्या विविध आंदोलनांमुळे.

१७ डिसेंबर २०१० या दिवशी २६ वर्षीय मोहम्मद बुआझीझी या ट्युनिशियन तरुणाने पोलिस व नोकरशाहीच्या जाचाला कंटाळून भरचौकात स्वत:ला पेटवून घेतले. या सामान्य विक्रेत्याला अनेक वर्ष इथल्या पोलिसांनी विविध प्रकारे त्रास दिला होता. राजधानीपासून साधारण २०० किलोमिटर दूर झालेल्या या घटनेचे पडसाद ट्युनिशियाभर पसरले. या तरूणाचा मृत्यु देशभर अनेक सरकार विरोधी निदर्शनांना कारणीभूत ठरला व दोनच महिन्यात तिथल्या २३ वर्ष सत्तेत असलेल्या अबिदीनीला पाणउतार व्हावे लागले. ट्युनिशियामधील ही घटना ईजिप्तमधील ताहीरीर चौकातील निदर्शनांना कारणीभूत ठरली. त्याचबरोबर माद्रीद, लंडन, तेल अव्हीव्ह, न्युयॉर्क, मॉस्को या शहरांमधल्या अनेक उठावांना ट्युनिशियामधील ही ठिणगी पुरेशी होती.

अमेरिका, ब्रिटन सारख्या विकसित देशांना आर्थिक मंदीच्या झळा बसत होत्या. ओबामांनी दाखवलेलं बदलाचं स्वप्न प्रत्यक्षात येण्याची काहीच शक्यता दिसत नव्हती. आर्थिक भरभराटीच्या काळात हे देश आपल्या जनतेला आनंदी ठेऊ शकले होते. पण न संपणारी आर्थिक मंदी आणि त्याचा नोकर्‍यांवर होणारा परिणाम, यामुळे इथल्या तरुणांनाही या धुंदीतून बाहेर पडावे लागले. आपल्या अस्वस्थतेला सोशल नेटवर्कस्‍ वर वाचा फोडत त्यांनी आपल्याच सारख्या ९९% लोकांना शोधले. अमेरिकेच्या परिस्थितीला जबाबदार १% ना जाब विचारायला ते गेल्याच महिन्यात वॉल स्ट्रीटवर ठाण मांडून बसले.

या सर्व विरोधकांमधे कमालीचे साधर्म्य होते. सगळीकडेच सुशिक्षित मध्यमवर्गीय तरूणांचे प्रमाण लक्षणीय होते. त्यांना कोणत्याही राजकीय पक्षाचा निदान दृष्य स्वरुपात पाठींबा नव्हता. सर्वच आंदोलकांचा ठाम विश्वास आहे की त्यांच्या देशातली राजकीय व आर्थिक व्यवस्था त्यांच्या प्रश्नांना उत्तरे शोधण्यासाठी असमर्थ आहे. या परिस्थितीला त्यांच्याकडे उत्तर नाही, पण काय हवे हे जरी माहीत नसले तरी काय नको हे मात्र पक्के माहित आहे. या सर्व विरोधकांनी समदु:खींना एकत्र करण्यासाठी नव्या माध्यमांचा वापर केला. जगभरातल्या अभ्यासकांकडून या तरूणांवर एकच टीका होते आहे, ती म्हणजे यांना कोणतीही वैचारिक धाटणी नाही व एकाही कृतीकार्यक्रमाची जोड नाही. परंतु या विरोधकांच्या मते अशी कोणतीही धाटणी नसणे हेच त्यांचे वैशिष्ठ्य आणि त्यांना मिळणार्‍या प्रतिसादाचे कारण आहे.

भारतामधेही २०११ मधे अनेक आर्थिक घोटाळे उघडकीस आले. या सर्व भ्रष्टाचाराला उत्तर म्हणून गेली ४३ वर्षे संसदेत पडून असलेले लोकपाल विधेयक काही बदलांसकट मंजूर व्हावे म्हणून अण्णा हजारे यांनी उपोषण केले. या उपोषणामुळे व सरकार या विरोधाला उत्तर शोधण्यात कुचकामी ठरल्यामुळे बरेच लोक भ्रष्टाचार विरोधी आंदोलनात वेगवेगळ्या पध्दतीने सामील झाले. परंतु या आंदोलनात तरूणाई लोटली व त्यांच्या असंतोषाला वाचा फुटली हे माध्यमांनी वारंवार वापरलेले विधान मात्र फसवे वाटते.

सगळ्यात महत्वाचं म्हणजे या विरोधकांमधे तरूण जरी मोठ्या संख्येने असला तरी हा तरूण सर्व आर्थिक-सामाजिक स्तरांचे प्रतिनिधीत्व करणारा नक्कीच नव्हता. शहरी-सुशिक्षित-मध्यमवर्गीय तरुण, जो आधुनिक संपर्क साधनांपर्यंत पोहचू शकत होता तोच फक्त सहभागी होताना दिसला. ग्रामीण तरूण अगदी तुरळक प्रमाणात तर आदिवासी भागातील तरूणाचा सहभाग जवळजवळ शून्य होता. हा सहभागही शाश्वत कृती शिवाय फक्त सोशल नेटवर्किंगवर टीका टीपण्णी करणे अशा अतिशय मर्यादित स्वरुपाचा होता. कधीकधी मेणबत्ती किंवा एखाद्या धरण आंदोलनात नारे देणे ही जनसहभागाची प्रथम आणि द्वितीय पायरीच आहे. त्यामुळे आपण केवळ १% ते २% लोकांच्या प्रतिसादालाच सहभाग समजून त्याला जनसागर वगैरे म्हणण्याची घाई करत आहोत. इतर आंदोलनांमधे व सार्वजनिक जीवनात कृतीशील असा तरूण मात्र काही काळानंतर यापासून दूर झाला ही बाब लक्षणीय वाटते.

लोकपाल विधेयकासाठीचे आंदोलन हे व्यवस्थेमधल्या बदलांसाठीचे आंदोलन आहे. अशा आंदोलनांना लोकाभिमुख बनविण्यासाठी समाजाच्या सर्वच स्तरांमधून त्यामधे सहभाग हवा. असा सहभाग मिळविण्यासाठी आंदोलनाला कृतीची जोड हवी. भारतातल्या या भ्रष्टाचार विरोधी आंदोलनाची रचना अशी कृती देण्यात असमर्थ ठरली. किंबहूना, हे आंदोलन सर्व समावेशक बनावे यासाठी रचनाच केली गेलीली दिसली नाही. यामुळेच खूप मोठ्या वर्गाला आपण आंदोलनात सहभागी व्हायचे म्हणजे नेमके काय करायचे हे माहित नाही. त्याचा सहभाग प्रत्यक्ष कृतीला जोडून नाही, त्यामुळे त्या विषयाला तो बांधिल नाही. त्यामुळे काही प्रतिकात्मक कृतींनंतर हा तरूण जो याकडे काही उत्तरांची अपेक्षा ठेवत होता तोही यापासून दुरावला.

जगभरात चालू असलेल्या आंदोलनांमधून नागरी प्रश्नावर काम करणार्‍या काही छोट्या कृतीगटांनी मात्र या आंदोलनातून प्रेरणा घेतली आहे. पण, त्यामधे सहभागी व्हायला शहरी तरुणांना वेळ मिळत नाहीये. एखाद्या संध्याकाळी मित्र-मैत्रिणी मिळून नारे देणं त्यांना जास्त सोईचं वाटतं. खरंतर जगभरात चाललेली ही लढाई याच चंगळवादी आणि बेफीकीर प्रवृत्तीच्या विरोधात आहे. म्हणूनच याच वृत्तीतून आंदोलनांना मिळणारा प्रतिसाद हा फसवा व निष्फळ वाटतो.

भ्रष्टाचाराची खरी झळ पोचलेला, नागरी सुविधांपासून वंचित असलेल्यांचा सहभाग या आंदोलनात फार कमी आहे. त्यामुळे यातून नवं नेतृत्व उभं राहून, याला योग्य दिशा देऊन एखादी शाश्वत कृती निर्माण होण्याची शक्यता फार कमी वाटते. यामूळेच सहभागाच्या पहिल्या दुसर्‍या पायरीवरचा तरूणही यातून तुटला जाईल याची भीती वाटते. याला उत्तर म्हणजे आपल्या भागात काम करत असलेल्या अशा छोट्या गटांना बळ देणं आणि जर कोणी काम करत नसेल तर असा गट उभा करणे हेच आहे. जर आपण या तरूणांच्या उत्साहाला कृतीची जोड देऊ शकलो तर यातून मोठा बदल होण्याची शक्यता आहे. पण जर हि ठिणगी आपण अतिउत्साहाच्या भरात विझू दिली तर आपल्याला व्यवस्थेमधील बदलांसाठी आणखीनही मोठ्या घोटाळ्यांची वाट बघत बसावे लागेल.

कितीवेळा रस्त्याची कामे करणार??

माझ्या घरासमोरचा रस्त्यावर (प्रतिज्ञा मंगल कार्यालय ते अलंकार पोलीस चौकी) गेल्या वर्षभरात दुसऱ्यांदा काम सुरु आहे. हा रस्ता वारजे-कर्वेनगर क्षेत्रीय कार्यालयाच्या हद्दीत येतो.

तो रस्ता अतिशय सुंदर असल्याने मोठ्ठाली माशीनस् आणून खरवडण्यात आला

(चेष्टा करत नाही! खरंच खूप सलग, एकसारखा, गुळगुळीत असल्याने वाहने जोरात जायची, या वेगाने अपघात होऊ नये म्हणून तो खराब करण्यात आला)

काल पासून परत त्याच रस्त्यावर डांबरीकरण सुरु आहे. खरवडलेलं पुन्हा भरण्यासाठी.

आणि त्या रोड रोलर्सच्या चाकांखाली करदात्यांचा पैसाही त्या खाडीसोबतच भरडला जातो आहे!

नव्या क्रांतीच्या प्रसवकळा?

‘ऑक्युपाय वॉल स्ट्रीट’ हे अमेरिकेतले लोकआंदोलन जगातील ‘आहे रे’ आणि ‘नाही रे’ वर्गातील दरी अधोरेखित करणारे आहे. आर्थिक विषमतेकडे अंगुलीनिर्देश करणाऱ्या या आंदोलनाला जागतिक परिमाण मिळाल्यास उद्याचे जग कदाचित वेगळे घडू शकेल..
सोविएत युनियनच्या पाडावानंतर गेली दोन दशकं अमेरिका एक निरंकुश सत्ता बनली आहे. या सत्तेचे केंद्र बनले आहे- वॉल स्ट्रीट.. जिथे अमेरिकेतील अर्थसत्तेचे सौदे होत असतात! वॉल स्ट्रीटवर गेली दोन दशकं धनदांडग्यांनी निरंकुश सत्ता उपभोगल्यानंतर या अर्थसत्तेला आव्हान देण्याचे मनसुबे अमेरिकेतील तरुण-तरुणी आज रचत आहेत. जगाकडे अभ्यासपूर्ण नजरेने पाहणाऱ्यांना मात्र ही घटना साधी वाटत नाही. अजून घडलेले काहीच नाही. कदाचित घडणारही नाही. परंतु काही घडेलच, तर त्याच्या प्रसवकळांची सुरुवात न्यूयॉर्कच्या या झुकोटी पार्कमध्ये झाली असं म्हणावं लागेल.
या सगळ्याची सुरुवात झाली स्पेनमध्ये! १५ ऑक्टोबर हा ‘आंतरराष्ट्रीय कृती दिन!’ हा दिवस जगातील आर्थिक आणि राजकीय सत्तेचा गैरवापर करणाऱ्यांविरुद्ध आवाज उठविण्याचा! गेल्या मे महिन्यात स्पेनमध्ये सुरू झालेल्या इंडिग्नाडो चळवळीने संपूर्ण जगभरातल्या लोकांना १५ ऑक्टोबर या दिवशी आपापल्या शहरांमध्ये सत्तेच्या केंद्रांसमोर व्यवस्थेतील गैरप्रकार रोखण्याकरता आंदोलन करण्याचे आवाहन केले. याच चळवळीतून प्रेरणा घेऊन कॅनडामधील व्हँकुव्हर येथील ‘अडबस्टर्स’ या नियतकालिकाच्या संपादकांनी अमेरिकेतील कॉर्पोरेट्सच्या दादागिरीविरुद्ध वॉल स्ट्रीटवर कब्जा करण्यासाठी मोर्चेबांधणीस सुरुवात केली. अमेरिकेबरोबरच या हाकेला ओ दिली ती आर्थिक, सामाजिक आणि राजकीय व्यवस्थेमध्ये बदल आणू पाहणाऱ्या ८२ देशांतल्या जनतेने! आणि या चळवळीला आंतरराष्ट्रीय स्वरूप प्राप्त झाले. गेला महिनाभर अमेरिकी नागरिक वॉल स्ट्रीटजवळील झुकोटी पार्कमध्ये ठाण मांडून बसले आहेत.
झुकोटी पार्कमध्ये अनेक छोटे छोटे गट आपापल्या मागण्यांचे फलक घेऊन आंदोलनात उतरलेले दिसतात. काहींना जगातील अर्थव्यवस्थेला ताळ्यावर आणण्यासाठी बदल सुचवायचा आहे, तर काही युद्धविरोधी भूमिका घेऊन तिथे आंदोलनास बसले आहेत. काहीजण आर्थिक मंदीमुळे आपली नोकरी हिरावून घेतली गेल्याने त्रस्त आहेत, तर काहींना सध्याच्या कर्जबाजारीपणाला उत्तर हवे आहे. त्यांच्या मागण्या निश्चित अशा नाहीत. त्यांना एकच एक अशी दिशाही नाही. त्यामुळे या आंदोलकांवर होत असलेली टीकाही रास्तच आहे. परंतु हे सर्वजण चिडले आहेत आणि त्यांना आजच्या परिस्थितीत बदल हवा आहे, हे मात्र नक्की. काही म्हणतात की, ‘आमच्या मागण्या जरी वेगळ्या असल्या तरी त्यामागची वेदना समानच आहे.’ ते म्हणतात की, ‘आर्थिकदृष्टय़ा प्रचंड धनदांडग्या असलेल्या केवळ एक टक्का लोकांच्या तालावर आम्ही उर्वरित ९९ टक्के लोक नाचणार नाही.’ या विखुरलेल्या ९९ टक्क्य़ांचा आवाज एकत्र व्हावा म्हणून ते या ठिकाणी गोळा झालेले आहेत. त्यांच्या मते, चर्चेने त्यांच्यामधला समान धागा समोर येईल आणि त्यानंतर आंदोलनाच्या निश्चित मागण्या व दिशा ठरवता येईल. म्हणूनच गेला महिनाभर ‘ऑक्युपाय वॉल स्ट्रीट’चे केंद्र झुकोटी पार्क हे खुल्या चर्चेचे आणि भविष्यातल्या आंदोलनासाठीचे व्यासपीठ बनले आहे.
अमेरिकेचे महाकाय आर्थिक सत्ताकेंद्र म्हणजे न्यूयॉर्कमधील वॉल स्ट्रीट! इथे बसणाऱ्या प्रभावशाली एक टक्का लोकांच्या तालावर अख्खी अमेरिका नाचते. देशातील ९९ टक्के लोकांच्या आयुष्यावर परिणाम करणारी ध्येयधोरणेही याच एक टक्का लोकांचा फायदा डोळ्यांसमोर ठेवून आखली जातात. तेव्हा अमेरिकेतील उर्वरित ९९ टक्क्य़ांचा आवाज उठविण्यासाठी ही आंदोलक मंडळी झुकोटी पार्कमध्ये एकत्र आली आहेत.
सुरुवातीला अमेरिकेतल्या जवळजवळ सर्वच प्रसारमाध्यमांनी याला ‘पोरखेळ’ म्हणूनच हिणवलं होतं. ‘किती काळ तग धरू शकणार आहेत ही मंडळी? यांच्या मागण्यांमध्ये काही दम नाही..’ असं म्हणून या आंदोलनाला ते ‘चळवळ’देखील म्हणायला तयार नव्हते. परंतु १७ ऑक्टोबरला ‘ऑक्युपाय वॉल स्ट्रीट’ला एक महिना पूर्ण झाला आणि प्रसारमाध्यमांबरोबरच फेडरल रिझव्‍‌र्हचे अध्यक्ष बेन बर्नानके यांनाही आंदोलकांच्या मागण्यांमध्ये तथ्य आहे असं वाटू लागले. फेसबुकच्या मार्क झुकरबर्ग आणि विकिलिक्सच्या जुलियन असान्ज यांनी तर या आंदोलनाला सक्रिय पाठिंबा दिला आहे. स्लोव्हेनियन तत्त्वज्ञ स्लाव्हो जिझेक आणि नाओम चॉम्स्की यांच्याबरोबरच जगभरातील अनेक विचारवंतांनीही या आंदोलनाची दखल घ्यायला सुरुवात केली आहे.
तरीही समाजशास्त्राची अभ्यासक असलेली काही विचारवंत मंडळी अजूनही याला ‘आंदोलन’ म्हणताना थोडीशी कचरत आहेत. जॉर्जटाऊन महाविद्यालयातील सामाजिक चळवळींचे प्राध्यापक मायकल केझन हे त्यापैकी एक! ते म्हणतात की, ‘कितीही आंतरराष्ट्रीय संदर्भ मिळाले असले तरी शेवटी हा एक जमाव आहे. जमाव एका समान ध्येयाने बांधला गेला की त्यातून चळवळ उभी राहते. या चळवळीच्या कारभाराला एक रचना मिळाली की त्याचे आंदोलनात रूपांतर होते. पण यांना ना समान ध्येय, ना रचना!’ त्यामुळे ‘या उठावाने उद्या अमेरिका बदलेल आणि परवा जागतिक अर्थव्यवस्थेत क्रांतिकारक बदल होतील!,’ यासारख्या विधानांवर ते काहीसे जपूनच भाष्य करीत आहेत.
झुकोटी पार्कमध्ये जमलेले लोक विविध मागण्या, विचार, समस्या आणि उपाय घेऊन रोज संध्याकाळी सात वाजता ‘जनरल असेंब्ली’मध्ये एकत्र जमतात. इथेच या गटावर प्रभाव पाडणारे निर्णय घेतले जातात. या बागेत ध्वनिक्षेपक किंवा कोणत्याही प्रकारच्या ध्वनिवर्धकावर बंदी आहे. म्हणून मग त्यांनी एक मस्त शक्कल लढविली : मानवी ध्वनिक्षेपकाची! या जनरल असेंब्लीच्या समन्वयकाचा आवाज जमलेल्या लोकांपर्यंत पोहोचविण्यासाठी त्याने एक वाक्य बोलायचे आणि त्याच्यापाठोपाठ त्याच वाक्याची पुनरुक्ती त्याच्या आजूबाजूच्यांनी करायची, असा प्रकार इथे सुरू असतो. या झुकोटी पार्कच्या मोकळ्या वातावरणात एक नियम मात्र आहे; जो कटाक्षाने पाळला जातो. इथे प्रत्येक निर्णय हा मतैक्यानेच होतो; बहुमताने नाही!
इथे जनरल असेंब्लीबरोबरच इतर छोटय़ा छोटय़ा समित्याही आहेत. स्वच्छता समिती, वित्तव्यवहार समिती, संपर्क समिती, इ. या समित्या जनरल असेंब्लीला उत्तरदायी असतात. नुकतेच या समितीने ‘ऑक्युपाइड वॉल स्ट्रीट जर्नल’ नावाचे दैनिकही सुरू केले आहे. खरं तर जनरल असेंब्ली, छोटय़ा छोटय़ा समित्या हे सर्व वरकरणी जरी या उठावाला एक रचना पुरवत असलं, तरीही आंदोलनकर्त्यांच्या मागण्यांना त्या पूरक व्यवस्था निर्माण करीत आहेत. इथे गोळा होणाऱ्यांना असंच आपापल्या देशांत घडायला हवं आहे. ही चळवळ आहे सहभागी लोकशाहीसाठी! पण यात निर्णयप्रक्रियेला फार वेळ लागतो. परंतु इथले निर्णय एका गटानेच घेतले तर इथे जमलेले वेगवेगळ्या विचारांचे लोक या चळवळीपासून दुरावतील अशी शक्यताही आहेच.
या चळवळीची तुलना भारतात नुकतेच बाळसे धरू लागलेल्या भ्रष्टाचारविरोधी चळवळीशी केल्यावाचून राहवत नाही. भारताप्रमाणे ‘ऑक्युपाय वॉल स्ट्रीट’वरची चळवळ ही कोण्या एका राजकीय पक्षाची नाही किंवा कोणतीही एक विचारसरणी मानणारीही नाही. यात तरुणवर्ग मोठय़ा संख्येने उतरलेला आहे. तो संपर्कासाठी पारंपरिक माध्यमांपेक्षा ब्लॉग, ट्विटर, फेसबुकसारख्या नव्या माध्यमांचा वापर करून लोकांशी थेट संपर्क साधतो आहे. सर्वात महत्त्वाचं म्हणजे इथे हिंसक पद्धतींचा वापर अजिबात होत नाही.
त्याचबरोबर या दोन चळवळींमध्ये काही मोठे फरकही आहेत. झुकोटी पार्कमध्ये कुणीही एक नेता नाही. लोक स्वयंप्रेरणेनं सातत्याने कामं करून चळवळीसाठी काही नवीन रचना निर्माण करत आहेत. या रचनेमधून आलेल्या एकसंधतेमुळे ते लवकरच या आंदोलनाला एक कार्यक्रम देऊ शकतील, असा त्यांना विश्वास आहे. भारतात मात्र जनतेची नजर एकाच नेत्याकडे लागून राहिलेली आहे. त्याच्या सांगण्यावरून सुरुवात तर झाली; पण हा समुदाय टिकविण्यासाठी कोणताही कार्यक्रम तयार होताना दिसत नाही. भारतातल्या भ्रष्टाचारविरोधी आंदोलनाला काहीसं सुटय़ा, विखुरलेल्या ‘इव्हेंट्स’चं स्वरूप आलेलं आहे.
स्लोव्हेनियन तत्त्वज्ञ स्लाव्हो जिझेक यांनी नुकतेच झुकोटी पार्कमधील समूहाला संबोधित केले. तेव्हा ते म्हणाले, ‘सध्याची अर्थव्यवस्था लोकाभिमुख करण्यासाठी मोठय़ा बदलाची गरज आहे. अशा अराजकीय चळवळीमध्ये मी या बदलाची बीजे बघतो. या माणसांच्या जत्रेत हरवून जाणं आणि गर्दीने हरखून जाणं सहज शक्य आहे. त्यापासून लांब राहून धैर्याने, चिकाटीने, संयमाने आपल्यासमोरील आव्हानांना सामोरे जाऊ या. नाही तर आणखी दहा वर्षांनी आपल्याला या सोहळ्याच्या फक्त आठवणी तेवढय़ा उगाळत बसण्याची वेळ येईल.’ जिझेक यांचं हे भाकित भारतातील आंदोलनाला तंतोतंत लागू पडते.
बदलत्या नव्या आर्थिक रचनेत भारत जगाशी जोडला गेला आहे. त्यामुळे दूरवर होणाऱ्या आर्थिक, राजकीय आणि सामाजिक बदलांचा परिणाम आपल्यावरही होणारच. जागतिक अस्वस्थता आणि भारतातला विद्यमान असंतोष जोडला जाईल का? नव्या जगाचा शोध घेणाऱ्यांना यातून कृती-कार्यक्रम मिळेल का? हे प्रश्न मनात उभे राहिल्याशिवाय राहत नाही.

Read a book called 'Ill fares the land' by Tony Judt. He refers to the poem written in 18th century about the deterioration of society and polity in 18th century Ireland. I can relate to a few lines from that poem when I think about what is happening in Maharashtra today.

Ill fares the land, to hastening ills a prey,

Where wealth accumulates, and men decay:

Princes and lords may flourish, or may fade;

A breath can make them, as a breath has made;

But a bold peasantry, their country's pride,

When once destroyed can never be supplied.

ही कुठली आलीय क्रांती?

‘‘हजारोंच्या संख्येने तरुणाई भ्रष्टाचाराच्या विरोधात रस्त्यावर उतरते आहे,’’ असे ऐकल्यावर थक्क होऊन अजून लोकपाल विधेयकाबद्दल मनात शंका असताना, अण्णांना केलेल्या अटकेचा निषेध नोंदवायला मी पुण्यातल्या एका प्रसिद्ध चौकात जाऊन पोचले. ‘मी अण्णा आहे’च्या टोप्या घालून, भारताचा झेंडा मिरवत, चेहरे रंगवून तरुण वर्ग चौकात जमला होता. जोरजोरात घोषणाबाजी सुरू होती. या नव्या वेशातली छायाचित्रे घेऊन ती फेसबुकवर टाकण्याची तयारीही चालू होती, पण कुठे तरी असा सार्वजनिक निषेध नोंदवताना असलेला तो जोश जाणवत नव्हता.

एका घोषणेने मी भानावर आले आणि कोडं उलगडत गेलं. ‘अण्णा हजारे आंधी है, देश के दुसरे गांधी है!’

राजकारणाला नावे ठेवणारा, स्वत:ला अराजकीय म्हणून मिरविणारा हा समूह एकदमच ‘इन्कलाब झिंदाबाद’चे नारे कसे काय देऊ लागला? राजकीय व्यवस्थांवरचा, राजकीय पक्षांवरचा, राज्यकर्त्यांवरचा विश्वास पूर्णपणे उडालेल्या या समूहासमोर अण्णांच्या रूपाने एक नवा अराजकीय पर्याय निर्माण झाला होता. राजकीयदृष्टय़ा दूषित वातावरणात हा पर्याय निवडणे अतिशय सोपे, सोयीस्कर आणि जीवाला फारशी तोशीस न देणारे होते. कुठे फार मोठी जबाबदारी उचलायला नको किंवा फार काही तात्त्विक चर्चा वगैरे करायला नको. एकदा ‘..की जय’ म्हटले की काम झालं. तेव्हा या तात्कालिक उठावाला लगेच दुसरा स्वातंत्र्यलढा, क्रांती वगैरे म्हणणं हे खोटेपणा दाखवणारं आणि त्यामुळेच हास्यास्पद वाटतं. चक्क्याला श्रीखंड म्हणायचं, परीक्षकाला महागुरू म्हणायचं, चर्चेच्या गुऱ्हाळाला महाचर्चा म्हणायचं यात नुसतं रस्त्यावर जमणं म्हणजेच क्रांती असं म्हटलं जातं आहे. आमच्या पिढीला दुर्दैवाने क्रांती म्हणजे काय माहीत नाहीये. त्यामुळे ती यालाच क्रांती समजून मोठय़ा बदलाची अपेक्षा करते आहे. जर यातून काही निष्पन्न झालं नाही तर या पिढीचा कोणत्याही बदलावरचा विश्वास कायमचा उडेल. आंदोलनाच्या बाजारीकरणाचा हा सर्वात मोठा धोका वाटतो.

२००४ साली जेम्स सुरोवायकी नावाच्या समाजशास्त्रज्ञाने ‘विजडम ऑफ क्राऊड्स’ नावाची संकल्पना मांडली. त्यात तो म्हणतो की, एकटय़ाच्या निर्णयापेक्षा समूहाने उचललेले पाऊल हे अधिक शहाणपणाचे असते. एकाच भावनेने, ध्येयाने एकत्र आलेल्या या समूहामध्ये राजकीय शक्ती उलथवून टाकण्याचेही सामथ्र्य असते, पण आंदोलनांच्या अभ्यासकांच्या मते त्यासाठी या समूहाकडे काही गुण असावेच लागतात. एक- निश्चित ध्येय, दोन- समान वेदना व सांघिक भावना आणि तीन- ध्येयासाठी त्याग करण्याची तयारी. यात सहभागी झालेले कितीजण असं सांगू शकतील की, त्यांनी आत्तापर्यंत एकदाही चिरीमिरी दिली नाही? मग ती पोलिसांकडून पटकन सुटण्यासाठी असो किंवा महाविद्यालयातील जागेसाठी असो. हा विषय लावून धरण्यासाठी लागणारी चिकाटी आणि कितीही वेळ लागला तरी पाठपुरावा करायला लागणारी विषयाबद्दलची बांधीलकी कितीजणांना वाटते? त्याचबरोबर आपला स्वार्थ सोडून एखादी सामाजिक कृती करायला यातले कितीजण तयार होतील हेही तपासून पाहायला हवे. आर्थिक व सामाजिकदृष्टय़ा असमान, संकुचित मागणी असलेला, जगाला एक बाजारपेठ मानणारा हा समूह फार मोठय़ा बदलाला कारणीभूत ठरेल असे आत्ता तरी वाटत नाही. एका तात्कालिक विषयावर तात्पुरता एकत्र आलेला हा समूह आहे, हे आपण लक्षात घेतले पाहिजे.

या आंदोलनाची तुलना बऱ्याचदा इजिप्तमधील क्रांतीबरोबर होताना दिसते, पण ही तुलना करताना आपण हे विसरत आहोत की, इजिप्तची क्रांती एका जाचक हुकूमशाहीला उलथून टाकण्यासाठी आणि देशात लोकशाही आणण्याकरिता झाली होती. आपल्याला ही लोकशाही सांभाळायला दिली होती. ती आपण सांभाळू शकलेलो नाही. लोकशाहीमध्ये असे मानले जाते की, जशी जनता असेल तसेच त्या जनतेचे नेतृत्व असते. भ्रष्टाचाराचे समर्थन कोणीच करणार नाही, पण मोठय़ा भ्रष्टाचाराबद्दल विधाने करताना आपण हे लक्षात ठेवले पाहिजे की, जेव्हा आपण, कोणी बघत नाही हे पाहून सिग्नल तोडतो, तेव्हा आपण मोठय़ा भ्रष्टाचाराला पोषक वातावरणच तयार करत असतो.

राजकारणातले किंवा समाजकारणातले मोठे बदल करण्यासाठी फक्त कायदा जबाबदार नसतो. बाबासाहेब आंबेडकर विधिमंडळातल्या एका भाषणात म्हणाले होते की, ‘‘कोणत्याही देशाची राज्यघटना ही चांगली किंवा वाईट नसते, त्या देशातील लोक जे तिचे पालन करतात ते तिला यशस्वी किंवा अयशस्वी बनवितात.’’ तसेच कोणता तरी कायदा आला म्हणून कधी समाज सुधारत नाही. त्या बदलासाठी लागते ती राजकीय इच्छाशक्ती आणि सक्रिय लोकसहभाग. नेमका याच दोन गोष्टींचा अभाव आज जाणवतो आहे. ‘लोकपाल’ आले की भ्रष्टाचार नष्ट होणार, हे म्हणणे भाबडेपणाचे ठरेल. लोकपालाबरोबरच आपली भ्रष्ट मानसिकता बदलण्यासाठी प्रयत्न झाले पाहिजेत. सक्षम लोकपालासाठी रस्त्यावर उतरलेल्या जनतेला लोकपाल बनणं हाच या आंदोलनाचा शेवट वाटतो आहे हे आपले दुर्दैव!

एक गोष्ट नक्की की, या आंदोलनामुळे आज मोठय़ा प्रमाणात लोक भ्रष्टाचाराविरुद्ध रस्त्यावर उतरले आहेत. मतदान न करणारेही हिरिरीने या आंदोलनात सहभागी होत आहेत व भ्रष्टाचार कसा मोडून काढायचा यावर चर्चा होताना दिसते आहे, पण या तात्कालिक सहभागाचे रूपांतर राजकीय प्रक्रियेतील सहभागातून उमटायला हवे. या ऊर्जेला एक निश्चित कार्यक्रम द्यायला हवा. यानिमित्ताने भारतात संसदीय लोकशाही, लोकप्रतिनिधींचे अधिकार, कर्तव्ये व उत्तरदायित्व, राजकीय सहभागाची साधने अशा मूलभूत विषयांवर वाद-विवाद व्हायला हवा. यानिमित्ताने आपल्याला अशा चर्चा घडवून आणता आल्या व त्याचबरोबर लोकसहभाग वाढविण्यासाठी काही उपायांचा विचार झाला तर हे आंदोलन यशस्वी झालं असं मानायला हरकत नाही. सध्या तरी या आंदोलनाकडून एवढीच अपेक्षा आहे. यापेक्षा जास्त अपेक्षा असणाऱ्यांचा भ्रमनिरास होईल हे निश्चित.

वैचारिक साम्राज्यवाद

मी काल माझ्या एका सॉफ़्टवेअर इंडस्ट्रीमध्ये काम करणाऱ्या मित्राशी बोलत असताना तो म्हणाला... मला बाबा मराठी वृत्तपत्रे-मासिके हातात घेववत नाहीत. मराठी अस्मिता वगैरे बाळगणारी मी त्याच्या या वक्तव्याने थोडी दुखावलेच, पण जर नीट विचार केला तर त्याच्या म्हणण्यामध्ये तथ्य नक्कीच आहे असं वाटलं. आज मराठी दैनिकांची/पाक्षिक/मासिकांची परिस्थिती, एखाद्‍ दुसरा अपवाद सोडल्यास, फार काही कौतुक करण्यासारखी नक्कीच नाही.

मराठीमध्ये दर्जेदार लेखन व्हावे यासाठी बरेच प्रयत्न सुरु आहेत, नाही असे नाही पण ते प्रयत्न बाळसे धरताना दिसत नाहीत. यात काही हौशी मंडळींनी एकत्र येऊन हाती घेतलेले प्रकल्पही बरेच आहेत. याला ’थिंक-मराठी’सारखे अपवाद देखील आहेत पण अशा संकेतस्थळांचा प्रचार होताना दिसत नाही.

या सगळ्या परिस्थितीला एक सोयीस्कर उत्तर मिळते ते म्हणजे “आज जवळ-जवळ सगळेच इंग्रजी शिकत आहेत, तर मराठीसाठी हा खटाटोप कशाला, काही नवे, ’चांगले’ वाचायचे झाले तर आंतरराष्ट्रीय मासिके आहेतच ना!” हो अगदी बरोबर – आज आपण तथाकथित सुशिक्षित मराठी लोकं तेच करत आहोत. वाचूया ना, उगाच मराठी-मराठी करत बसण्यापेक्षा इंग्रजीच वाचत राहू आणि आपल्या संत परंपरेबद्दल- वारकरी संप्रदायाबद्दल – शिवाजी महाराजांबद्दल नॅशनल जिऑग्राफिकने किंवा मोअर इंटेलिजंट लाईफने ’स्पेशल इश्यु’ काढला कि जोरात “जय महाराष्ट्र” म्हणून मोकळे होऊ.

इंग्रजी वाचायला, त्याचं कौतुक करायला माझा विरोध नाही पण आपण काय वाचतो, त्याने आपण कोणत्या अर्थव्यवस्थेला मदत करतो त्याचे भान आपल्याला असले पाहिजे असं मला वाटतं. आज आपण आपल्या नकळत एका नव्या प्रकारच्या वैचारिक-साम्राज्यवादाचे बळी बनत चाललो आहोत. हा प्रश्न फक्त तुम्हाला वाचायला काय आवडते एवढ्या पुरता मर्यादित राहीला नसून तो अनेक स्तरांवर आर्थिक-सांस्कृतिक-राजकीय आव्हाने निर्माण करणारा आहे.

मराठीमध्ये लेखकांची कमी नाही, परंतु आत्ता त्या लेखनाला पूरक अशी व्यवस्था आपल्याकडे नाही, ती कशी निर्माण होईल याचा आपण वाचक म्हणून विचार करायला हवा. कारण फक्त आहे त्या परिस्थितीत फक्त नाके मुरडून नावे ठेऊन, बदल काहीच होणार नाही.

मी एक अभिमानी पुणेकर आहे. लोकसभेतला माझा प्रतिनिधी भ्रष्ट असू शकत नाही. म्हणून सुरेश कलमाडींनी ताबडतोब आपल्या खासदारकीचा राजीनामा द्यावा. कलमाडी निर्दोष असल्याचे सिद्ध झाल्यास पुणेकर पुन्हा निवडून देतील....

भ्रष्ट खासदार नको असे वाटत असल्यास रविवारी, १ मे रोजी संध्याकाळी ६ वाजता शनिवार वाड्यासमोर मी उभी राहणार आहे. तुम्ही सुद्धा या.

'विकिपीडिया'ने "गव्हर्न्मेंट-विकी' उपक्रम अलीकडेच सुरू केला आहे. सरकारचे निर्णय व योजना यांची माहिती त्याद्वारे खुली होत आहे. माहितीचा मुक्त प्रवाह शासनसंस्थेला अधिक उत्तरदायी बनविण्यासाठी उपयोगी ठरणार आहे.

मानवजातीच्या गेल्या दहा हजार वर्षांच्या इतिहासमध्ये मानवाने जेवढे बदल पाहिले नसतील, तेवढे बदल आपण गेल्या १०-१५ वर्षांत पाहिले. त्यातला सर्वांत महत्त्वाचा बदल म्हणजे माहिती मुक्त होणे. त्याने जगण्यात आमूलाग्र बदल घडविला; आपले नातेसंबंध, व्यवहार, मनोरंजनाच्या कल्पना सारेच बदलले. १९९० च्या पूर्वार्धात इंटरनेट सार्वजनिक वापरासाठी खुले केले गेले. जगातील सर्वांना आपल्याकडे असलेली माहिती इतर सर्वांना उपलब्ध करून देता यावी व जगात माहिती व ज्ञानाचा मुक्त व्यवहार असावा, ही त्यामागची भावना होती. त्याच सुमारास भारत मुक्त आर्थिक व्यवस्था स्वीकारून या बदलांमध्ये सक्रिय सहभाग घेऊ लागला. या जाळ्याने माणसाच्या काही परंपरागत समजुतींना तडा दिला. या समजुती अशा होत्या : एक - ज्ञानासाठी तुम्हाला ग्रंथालये पालथी घालावी लागतात. दोन - ज्ञान हे सर्वांसाठी नाही- काही विशिष्ट समाजघटकांची ती मक्तेदारी आहे. तिसरे व सर्वांत महत्त्वाचे म्हणजे ज्ञान मिळविण्यासाठी तुमच्याकडे काही किमान पात्रता असावी लागते. "इंटरनेट'ला जात, धर्म, लिंग, वर्ण, गरीब-श्रीमंत असले कोणतेही अडथळे माहीत नाहीत. इंटरनेटच्या या आभासी दुनियेला कोणत्याही लोकशाहीला लाजवेल, असा मोकळेपणा, स्वातंत्र्य व लोकतंत्राचा भक्कम पाया आहे. याच तत्त्वांशी निष्ठा बाळगत जिमी वेल्स याने "विकिपीडिया' या मुक्त (आणि मुफ्त) ज्ञानकोशाची सुरवात केली. संपूर्णपणे लोकसहभागावर आधारित असलेल्या या ज्ञानकोशाने गेल्याच महिन्यात १० वर्षे पूर्ण केली. "माणसाला असलेली सर्व माहिती तुमच्या हाताच्या बोटांवर' हे या ज्ञानकोशाचे ब्रीदवाक्‍य आहे. आज या कोशात २८१ भाषांतील २.३ कोटी लेख आहेत. केवळ इंग्रजी भाषेतल्या लेखांची संख्याच ३.५ कोटी आहे. हे सर्व लेख लोकांनी, लोकांसाठी आणि लोकांच्या मदतीने लिहिलेले आहेत. म्हणजे खऱ्या अर्थाने "विकिपीडिया'वरील माहिती लोकशाहीवादी आहे. एखाद्या विषयावर जर लेखामध्ये बदल करायचा असेल, तर योग्य तोडगा निघेपर्यंत चर्चा केली जाते. अर्थात, तुम्ही लिहीत असलेल्या प्रत्येक माहितीला संदर्भ असणे अनिवार्य आहे. विकिपीडियाने नुकतेच गिकी (गव्हर्न्मेंट - विकी) नावाचा उपक्रम सुरू केला. आहे. याच्या माध्यमातून शासनाच्या विविध योजना, अंदाजपत्रके मुक्त चर्चेसाठी खुली करण्यात येत आहेत. शासनव्यवस्थेला पारदर्शी व उत्तरदायी बनवणे हा यामागचा उद्देश आहे. विकिपीडियाबरोबरच सध्या चर्चेत असलेला असाच माहितीचा साठा म्हणजे "विकिलिक्‍स' "विकी' हे नाव सोडल्यास या दोन्हींचा एकमेकांशी काही संबंध नाही. हो, माहिती ही अभिजनांची मक्तेदारी नाही हे त्या दोन्हींमधले एकमेव साम्य. जर तुम्हाला एखादी माहिती काही अंतस्थ हेतूंनी जनतेपासून लपवली जाते आहे, असं लक्षात आलं तर ती तुम्ही इथे आणून देऊ शकता. ती माहिती "विकिलिक्‍स'कडे कशी आली याचा थांगपत्ता कोणालाही लागू दिला जात नाही- खुद्द "विकिलिक्‍स'लाही नाही, याची खबरदारी घेतली गेली आहे. २००६ मध्ये जुलियन असान्जने याच पद्धतीने अनेक बलाढ्य राष्ट्रांची गुपिते विकिलिक्‍सच्या माध्यमातून लोकांसमोर आणायला सुरवात केली. अमेरिकन सैन्याने अफगाणिस्तानमध्ये केलेल्या अमानुष हल्ल्याच्या चित्रफितीने अमेरिकेलाही मान खाली घालायला लावली. बलाढ्य राष्ट्रे "विकिलिक्‍स'ने माहितीचा गैरवापर केला व राष्ट्रीय सुरक्षा धोक्‍यात आणली, असे ठणकावत आहेत, तर असान्ज हा नव्या युगाचा रॉबिनहूडच बनलेला आहे. विकिलिक्‍स असो वा विकिपीडिया किंवा बहुचर्चित फेसबुक, या सर्वांना बांधणारा एक प्रबळ विचार आहे- तो म्हणजे "माहितीला मुक्त असू द्या.' माहिती शक्तिशाली आहे आणि जेव्हा ती जनतेच्या हातात असते तेव्हा तिची शक्ती कैक पटीने वाढते. इंटरनेटच्या माध्यमातून कधीही नव्हता इतका माहितीचा साठा आपल्याला खुला आहे. जनतेला जागरूक करण्याचे काम ही माध्यमे करत आहेत. राष्ट्रीय सुरक्षेस धोकादायक म्हणून माहिती दाबून ठेवायचा प्रयत्न केला तरी ती बाहेर येणारच. या माहितीच्या महासागराला जनतेपासून लपवून ठेवणे आता शक्‍य नाही. किंबहुना जर राष्ट्रांनी याचा योग्य वापर केला तर त्याचा परिणाम लोकशाही बळकट करण्यासाठीच होऊ शकतो. इंटरनेटची निर्मितीच मुळात माहितीची मुक्त देवाण-घेवाण होण्यासाठी झाली, माहितीला एका जागी जखडून ठेवण्यासाठी नाही. हे जाळे आता नवीन आहे. लांबच्या प्रवासातली फक्त काही पाऊले आहेत. पुढचा प्रवास कसा होतो, हे आपली ही वीण किती बळकट आहे, त्यावर अवलंबून आहे. एकूणच लोकशाहीचा आशय अधिक रुंद-प्रशस्त करण्यासाठी मुक्त माहिती पर्वाचा परिमाणकारक उपयोग केला पाहिजे. जागरूक नागरिकशक्तीची जबाबदारी यासंदर्भात मोठी आ

गांधींच्या मृत्यूविषयी...

गांधींच्या हत्येनंतर महिन्याभरातच म्हणजे १९४८च्या मार्च महिन्यात गांधींचे सर्वात जवळचे सहकारी, नेहरूंच्या अध्यक्षतेखाली सेवाग्राममध्ये भेटले. ह्यांमध्ये विनोबा भावे, क्रिपलानी, मौलाना आझाद, जयप्रकाश नारायण इत्यादी मान्यवर उपस्थित होते. हे सर्व सेवाग्राममध्ये गांधीहत्येविषयी विचारविनिमय करण्यासाठी एकत्र जमले होते. भारतापुढे या नंतर येणाऱ्या आव्हानांचा सामना कसा करायचा यासंदर्भात या मान्यवरांनी काही ठोस निर्णय घेतले. त्यानंतर ६० वर्षांनी सेवाग्राममधील त्या विचारविनिमयाला प्रतिक्रिया म्हणून काही विचारवंत, लेखक व अभ्यासक साबरमती आश्रमात जमले. ‘आजच्या भारतात ‘गांधींचा’ अभाव’ हा त्यांच्या चर्चेचा प्रमुख विषय होता. आजच्या तरुण पिढीच्या मनात मोहनदास करमचंद गांधी या व्यक्तिमत्वाबद्दल काय आहे? आजचे तरुण नेते गांधींकडून प्रेरणा घेऊन लोकसहभागाच्या काही पद्धतींचा वापर करतांना दिसतात का? की त्यांना हे सर्व कालबाह्य वाटतं? या सर्व गोष्टी जाणून घेण्यात या विचारवंतांना रस होता.

गांधींबद्दल लिहिताना मी गांधीजी किंवा ‘महात्मा’ असं म्हणत नाही आहे. कारण ही सर्व बिरुदे आपल्याला त्या व्यक्तिमत्वापासून खूप दूर नेतात. एकदा का त्यांना संत-महात्मा म्हणून टाकलं की मग आपण ‘माणूस’ व्हायला मोकळे. आपण मग कधीच त्यांच्याशी नातं जोडू शकत नाही, प्रसंगी वादही घालू शकत नाही. गांधीही आपल्यासारखेच, आपल्यातलेच, निश्चितच असामान्य, पण माणूस होते. त्यांना असं फोटोमध्ये बंदिस्त करून ठेवून आपण ‘गांधी’या शक्यतेचा बळी देत असतो.

खरंच, आजच्या जगाला गांधी, गांधीवाद किती लागू करता येऊ शकतो? आजचे किती तरुण नेते त्या दृष्टीने काम करतात?

आज आपल्याला गांधी भेटतात ते मुन्नाभाईच्या स्वप्नांमधून त्याला झपाटून टाकणाऱ्या एका ‘केमिकल लोच्या’मध्ये; सान सु कीच्या म्यानमारमधील लष्करशाही विरुद्ध लोकशाहीसाठीच्या अहिंसक लढ्यामध्ये. ‘गांधी हे माझे प्रेरणास्थान आहे, आज जो काही मी तुमच्यासमोर आहे, तो गांधी आणि त्यांच्या संदेशामुळेच’ अशा ओबामाच्या वक्तव्यामध्ये. भारतीय लष्कराच्या विशेषाधिकाराविरुद्ध आवाज उठवून गेली तब्बल ११ वर्षे उपोषण करणाऱ्या मणिपूरच्या इरोम शर्मिलामध्ये.

आज जागतिक हवामानातील बदलांबद्दल चर्चा सुरु असू दे नाहीतर जागतिक अर्थव्यवस्थेबद्दल, गांधी आपल्याला काहीतरी सांगण्याचा प्रयत्न करत आहेत असं सतत वाटत राहतं. गांधींचे सर्वार्थाने गाजलेले लेखन म्हणजे १९०९ मध्ये लिहिलेले ‘हिंद स्वराज’. या पुस्तकात त्यांनी आधुनिक संस्कृतीवर टीका केली आहे. ते असं म्हणतात की “जर भारताला खऱ्या अर्थाने स्वतंत्र करायचे असेल तर भारतीय शिक्षणपद्धती, शासनव्यवस्था, विचारप्रणालीचा पाया बांधला पाहिजे. पण आपण जर परकीय पद्धतींचे अंधानुकरण केले तर भारत कधीच खऱ्या अर्थाने स्वतंत्र होणार नाही”. जरी अभ्यासकांनी या लेखनाच्या व्यवहार्यतेबद्दल शंका निर्माण केली असली तरी ही टीका आपल्याला नक्कीच आजच्या समाजाबद्दल, परस्पर व्यवहारांबाबत विचार करायला लावते.

गांधींना १२५ वर्ष जगण्याची इच्छा होती. म्हणजे ते १९९४साला पर्यंत आपल्याबरोबर असते. असं खरंच झालं असतं, आणि काँग्रेसच्या नेत्यांनी गांधींचं म्हणणं ऐकलं असतं, तर आजचा भारत कसा असता? कदाचित नेहरुंनी आधुनिक भारताची मंदिरे वेगळ्या प्रकारे बांधली असती – आणि आपण खरे विद्यार्थी घडवले असते. कदाचित राजकारणातला भ्रष्टाचार कमी असता, आपली गावे सुदृढ होऊन शेतीतंत्रज्ञानात भारताने प्रगती केली असती आणि शेतकऱ्यावर आत्महत्येची वेळ आली नसती. पण गांधींनी १९९४ पर्यंत काय पहिलं असतं? इतर २ गांधींची हत्या, पाकिस्तान बरोबरची युद्धे, आणीबाणी, बोफोर्स, आर्थिक उदारीकरण... कसा सोडवला असता त्यांनी काश्मीर प्रश्न? काय झालं असतं जातीय आरक्षणाचं? माहित नाही. गांधीना आत्ताच्या भारतात नक्कीचं परकं वाटलं असतं. म्हणूनच ते गेले. म्हणूनच आपण त्यांना घालवलं.

अनेक लोक गांधींच्या मृत्यूनंतरची आठवण सांगतात. ज्या दिवशी गांधींच्या मृत्यूची – त्यांच्या हत्येची बातमी कळली, तेव्हा अख्या देशात एक विलक्षण नीरव शांतता पसरली होती. समर्थक-विरोधक सारेच स्तब्ध. प्रत्येक खेड्याला, प्रत्येक शहराला या भयाण-भीतीयुक्त शांततेनी ग्रासलं होत. कशाची होती ही शांतता? अपराधीपणाची? भीतीची? काहीतरी खूप महत्वाचं अचानक हरवल्याची? पोरकेपणाची? वैचारिक अनिश्चिततेची? कशाची? इतिहासाने या घटनेची नोंद घेतली आहे का? अख्खे राष्ट्र शांत–स्तब्ध. का झालं असेल असं?

तेव्हा निर्माण झालेली पोकळी भरून काढण्याचा प्रयत्न आपण आजही करत आहोत.

लंडनच्या पार्लमेंट स्क्वेअरच्या बगीच्यामध्ये बरीच लोकं विविध विषयांवर निषेध नोंदविण्यासाठी गेलं वर्षभर आपला तळ ठोकून बसली आहेत. काहींना ब्रिटीश आर्थिक धोरण मान्य नाही, तर काही लोक ब्रिटनने अफगाणिस्तानातून आपले सैन्य परत फिरवावे यासाठी शांततामय निषेध नोंदवत आहेत. या सर्व विरोधकांच्या मागे, त्यांचं संघटन दाखवणारं गांधींचं एक वाक्य झळकत आहे. ‘बी द चेंज यु वॉन्ट टू सी इन थिस वल्ड’. आजही गांधी, आपल्या मृत्यूच्या ६३ वर्षांनंतरही ब्रिटिशांच्या विरोधात उभे राहिलेले दिसत आहेत.

३० जानेवारी या त्यांच्या पुण्यतिथीला अनेक समारंभ होतील, राजघाटवर भजने गायली जातील, फुले वाहिली जातील, लहान मुले शाळेत निबंधही लिहितील. या भजने, निबंध, समारंभात आपण त्यामागच्या व्यक्तीला विसरत चाललो आहोत. आज माहिती अधिकारासारख्या चळवळीतून, इरोम शर्मिलाच्या उपोषणातून, गांधी आपल्याशी संवाद साधण्याच्या प्रयत्न करत आहेत; ते ऐकण्याचं बळ मात्र आज आपल्यात नाही असं वाटत राहतं.

Citizens of Pune came together to protest against the Court's verdict on Bhopal’s Gas tragedy : A Verdict which came 26 years after the poisonous gas killed and maimed thousands of helpless people in Bhopal.

Around 300 people gathered in front of the district court in Shivajinagar on Sunday morning 11 am. They expressed their dissent by singing the National Anthem.

This group did not belong to any single organisation, nor was the protest organised by any one body. There was no slogan shouting, no speakers and no banners. It was an initiative taken by active and responsible elements in the society, without much publicity. There was just one E-mail circulated. The original author of the letter remains anonymous to date.

In today's world full of billboards and event managers, this independent voice which came from common citizens like you and me proves that our society is still alive!

7 out of 10 Indians replied CORRUPTION when they were asked about one malady they would like to tackle if they were in an influential position in Indian government.

But what is ‘corruption’? Dictionary entries suggest rottenness, perversion, and the defilement of something once pure and wholesome. But the most common definition in use today is ‘the abuse of entrusted power for private gain’. The gain may not be strictly personal – it may be to a group, company, political party.

According to corruption watchdog Transparency International, public perception is that the problem is growing. But that could be due to greater awareness and preparedness to talk about it.

Though corruption is notoriously hard to measure, the number-crunchers at the World Bank have been busy trying. They estimate that $1 trillion is paid in bribes a year while what they call ‘tainted procurement’ is worth around $1.5 trillion a year. And that’s only the tip of the iceberg, they say. On an average it is thought that five per cent of national budgets ‘go astray’.

But corruption is about more than money.

It saps the lifeblood of a society. It deepens inequality, the poorest and most vulnerable bearing the brunt of it. Usually it is they who, unable to pay the bribes, have to forgo the basic goods and services that should be free or at least affordable. Sometimes the clean water, the education, the basic health care to which they are entitled never reaches them. Funds have been ‘diverted’. Ultimately, and often, corruption kills. It is emphatically not, as some claim, a ‘victimless crime’.

Clearly it has to be tackled and many in the West think they have the answer: ‘good governance’. The reason that so many developing countries suffer from corruption, or so the thinking goes, is because they lack the good governance found in our western-style democracy.

Indeed the annual ‘global corruption’ survey conducted by Transparency International does show countries like Finland, Iceland, Sweden and New Zealand winning the ‘least corrupt’ beauty contest. While the performances of India, Bangladesh, Chad or Uzbekistan are usually, well, dismal. So, what do we do?

Answer is simple, sign a deal with McKinsey or any other ‘consultant’ - Poor; illiterates in India don’t have to think much now. They will tell us how to change our lives for better; they will show us how to get clean. If this is not enough they will tell us where to put our money, what to produce and whom to sell it. The Westerners are here to sanitize you, your economy, and your governance! You just have to toss a million as a fee…

वडाळ्यात रहाणारी चाटर्ंड अकाउटंट वैशाली पािटल ६ मिहन्यापूव􁱮च िवकर्ोळी मध्ये रहायला गेली.

वैशाली सोबत ितच्या घरची वीज उपकरणे देखील पाठोपाठच आली, पण ितच्या न􁳞ा घरातील वीज

बीलाने मातर् ितला चकर्ावून टाकले. नेहमी तीन-साडेतीन हजार येणारे बील आज नऊ हजाराच्यावर गेले

होते. जागा सोडून ितच्या आयुष्यात काहीच बदलले नव्हते, मग या अवाजवी बीलाचे कारण काय? ितची

बदलेली जागा िकवा ती स्वत:? वाढीव दरात वीज पुरवठा करणारा ितचा नवा वीज िवतरक? का वीज

बीलातील तफावत वषार्नूवषर् शांतपणे बघत बसलेल्या सरकारचा गलथान कारभार?

महारा􁳦ातील वीजेचा पर्􁳤 हा पुन्हा एकदा िरलायन्स ने के लेल्या वीजेच्या अवाजवी दरवाढीमुळे ऐरणीवर

आला. 􁳭ा अचानक झालेल्या भरमसाठ दरवाढीमुळे मुंबईकरांचे, सामािजक संस्थांचे व राजकीय पक्षांचे लक्ष

महारा􁳦ातील वीजेच्या पर्􁳤ाकडे वेधले गेले. काहीजण वीजेच्या पर्􁳤ावर रस्त्यावर देखील उतरले.

महारा􁳦ातील वीजेचा पर्􁳤 पर्शासकीय व 􁳞वस्थापनेचा आहे. हा पर्􁳤 सामंजस्याने व चच􁱷ने सुटावा असे

वाटते. वीजेच्या पर्􁳤ावर आज दीघर्कालीन िनयोजनाची गरज आहे. म्हणूनच महारा􁳦 नविनमार्ण सेनेचे

अध्यक्ष शर्ी. राज ठाकरे यांनी पक्षाच्या सरिचटणीसांसोबत महारा􁳦ाचे उजार्मंतर्ी शर्ी. सुनील तटकरे यांचे भेट

घेतली. भेटी दरम्यान महारा􁳦ाच्या वीजेच्या पर्􁳤ावर सरकारच्या भुिमके िवषयी पर्􁳤 उपिस्थत करण्यात

आले.

महारा􁳦ात आजही अनेक िठकाणी १८ तास वीज कपात सुरू आहे. मा. तटकरे साहेब जरी ही कपात

थांबल्याचे सांगत असले तरीही आमचा अभ्यास फार वेगळे िचतर् दाखवतो. देहुगावमध्ये आजही दर गुरूवारी

सकाळी ६ ते रातर्ी १० या वेळात वीज कपात सुरू आहे. नुकताच जागितक बँके चा एक अहवाल क􁱶 दर्ीय उजार्

मंत्र्यांच्या पिरषदेत पर्िसध्द झाला. या अहवालानुसार आज जवळ जवळ ६५ ते ६६% छोटे उ􁳒ोग वीजेची

शा􁳡ती नसल्याने बंद झाले आहेत. अशा अिनयोिजत भारिनयमनामुळे महारा􁳦ात िकती लघुउ􁳒ोजकांच

िदवाळं िनघाले हे सरकारने कधी मोजले आहे का? महारा􁳦ाच्या िवकासासाठी, वीजेचे िनयोजन व वीजेच्या

न􁳞ा 􁳫ोतांवर संशोधन होणे अिनवायर् आहे. तात्पुरते, कामचलाऊ उपाय महारा􁳦ाला िनि􁳟तच अंधारात

लोटणारे आहेत.

िरलायन्स दरवष􁱮 गेल्या ३-४ वषार्ंपासून वीजेची दरवाढ करीत आहे. तरी शासन, नागिरक रस्यावर

उतरल्यावरच जागे झाले. २००७ साली राज्य वीज िनयामक आयोगाने (MERC) मल्टी इयर टॅिरफ (MYT)

ची संकल्पना मांडल्यापासून िरलायन्सने ऍपेलेट िटर्ब्युनल ऑफ इलेक्टर्ीसीटी (ATE), िदल्लीकडे धाव घेतली व वीज दरवाढ मंजूर करून घेतली. राज्य आयोगाचा अशापर्कारे अपमान झाला. याचा पिरणाम म्हणुन

गर्ाहकांना ४५% ते ६१% एव􁲿ा दरवाढीचा भुदर्ंड भरावा लागला. ’नागिरकांना दरवाढ अवाजवी वाटत

असेल तर नागिरकांनी सुिपर्म कोटार्कडे दाद मागावी’ (MERC, २००८ ची के स नं १२१, पान ३६) असे

म्हणुन आयोग मोकळे झाले व स्वत: िरलायन्सच्या ताटाखालचे मांजर होणे पसंत के ले.

मुंबईमध्ये आज वीज पुरवठा करणार् या ३ कं पन्या आहेत; िरलायन्स, टाटा व बी.इ.एस.टी. तीनही कं पन्यांचे

दर वेगवेगळे आहेत. रा􁳦ीय िव􁳒ुत धोरण, फे बर्ुवारी २००५ व भारत सरकार उजार् मंतर्ालयाच्या

आदेशापर्माणे गर्ाहकाला वीज माफक दरात िमळावी याची जवाबदारी आयोग व महारा􁳦 शासनाची आहे.

एकाच शहरातील नागिरकांमधली ही तफावत शासन कसे काय सहन करते? िदल्ली शहरात वीज पुरवठा

करणार् या सवर् कं पन्यांचे दर हे समान आहेत, मग मुंबईमध्ये ते वेगळे का? िरलायन्सच्या िदल्लीतील दरापेक्षा मुंबई उपनगरांमधील दर हा तब्बल ७०% नी जास्त का? एव􁲿ा मो􁲹ा अन्यायावर कानाडोळा करायला

सरकरला कसं काय जमतं?

िरलायन्सचा वीज िवतरण परवाना २०११ साली संपतो आहे हे शासनाला महारा􁳦 नविनमार्ण सेनेशी चचार्

करत असताना स्प􁳥 झाले. िरलायन्सचा आ􁱫ापयर्ंतचा वीज दरवाढीचा 􁳞वहार पहाता हा गािफलपणा

स्वत:च्याच पायावर ध􁲂डा मारून घेण्यासारखा आहे. िरलायन्सने वीज पुरवठा 􁳞वसायात १३७६ कोटीची

तूट असल्यचे आयोगाला सादर के लेल्य २००८-०९ च्या अहवालत म्हटले आहे. ही तूट भरून काढण्याला

मदत करण्यासाठी शासन परवान्याचे नूतनीकरण करणार आहे काय? नूतनीकरणाची पर्िकर्या खरतर अत्यंत

लोकशाही पध्दतीने व्हायला हवी. पण शासनाला िरलायन्स गृिहत तर धरत नाही ना? हे शासनाने तपासून

पहावे. आ􁱫ाच्या दरवाढीमुळे िरलायन्सची फक्त २३% तूट भरून िनघते, पुढच्या २ वषार्त आणखीन ७७%

तूट िरलायन्स भरून काढण्याचा िरलायन्सचा पर्स्ताव आहे. पुढच्या दोन वषार्त आ􁱫ापेक्षाही जास्त दरवाढ

नागिरकांना सहन करावी लागणार आहे. या संदभार्त शासनाने नागिरकांना िव􁳡ासात घेतले आहे का?

िव􁳒ुत िवधेयक २००३ कलम ८२(२) मध्ये म्हटल्यापर्माणे गर्ाहकांना स्वस्तात वीजपुरवठा करणार् या

कं पन्यांकडून वीज खरेदीचा अिधकार आहे. हे नागिरकांपयर्ंत पोहचवायला शासनाने आजपयर्ंत काय के ले?

आज नागिरकांना खुल्या बाजारपेठेमुळे होणारा फायदा िमळत नाही, पयार्य असूनही ते वापरता येत नाहीत.

िरलायन्सच्या वीज दरवाढीचे मुख्य कारण म्हणजे लांब पल्यांच्या दृ􁳥ीचा व उपाययोजनांचा अभाव वीजेची

गरज समजून न घेताच के लेले करार, आयोगाने िरलायन्सला लांब पल्ल्याचे करार करायची सुचना के ली

होती, त्याची अंमलबजावणी मातर् करण्यात आली नाही, शासनाने अशा करारांमध्ये लक्ष का घातले नाही?

यामुळे अनेक छो􁲷ा मो􁲹ा वीज िवतरक कं पन्यांचे फावते आहे. हे सरकारला लक्षात येत नाहीए का? का

शासनाला तेच हवंय?

मुळा-पर्वरा सहकारी संस्था महािवतरणला १६०० कोटी रूपये देणे लागते. त्यावर महारा􁳦 शासनाने पाणी

तर सोडले नाहीए ना? महािवतरण ने तूट भरून काढण्यासाठी सरसकट ३३% दरवाढ करण्याचे सुचवले

आहे, अशा राजकीय वलयांकीत संस्थांकडून रक्कम वसूल करण्याची काय उपाययोजना सरकार आखते आहे?

का याचा ही भार हा महारा􁳦ातला सामान्य नागिरक सोसणार आहे?

गेल्या ५ वषार्त महारा􁳦ात २६०% इतकी वीजेची दरवाढ झाली आहे, २००५ मध्ये २ रुपये ८१ पैसे पर्ती

युनीट असणारी वीज आज २००९ मध्ये ७ रुपये ५५ पैसे पर्ती युनीट एवढी झाली आहे.

िमळू शके ल.

वेळेत उपाययोजना न करता शासन जर नूसते िनवडणूकीच्या त􁲂डावर मोठ-मोठी अ􁳡ासनेच देत बसले तर

त्याची िकमत वैशालीसारख्या, वीज बील भरणार् या पर्ामािणक नागिरकांना मोजावी लागणार आहे हे

िनि􁳟त. वीजेच्या पर्􁳤ावर नागिरक अजून शांत आहेत. पण शासनाने योग्य उपाययोजनेसाठी जनपर्क्षोभाची

वाट बघू नये.

The importance of image in contemporary political communication is, nonetheless, an occasion of much concern. It is often expressed that political style is now almost as important as political substance and that political success is dependent more on media management than that on policy wisdom. Political leaders and public figures conscious of their public image and performative powers, have always cultivated images for public consumption. Here we can take an example of Nehru with his peculiar red rose and image or Indira Gandhi throwing garlands in public those were given to her. The media image has a backdrop of constructed media image by the construction of ‘self’. It is essential that that individual is the by-product of his own intelligence and initiative.
The contemporary public life has expressed concerns about this constructed image of the politicians by the media. Also there is a growing tendency to construct the political events as major media events with its live coverage. It so much becomes an event that the concerned policy is squeezed out of the news and the constructed image prevails in the public mind. A politician may receive media coaching and construct a media image at odds with their everyday self, but more importantly the media image is the necessary feature for their communicative powers. This media image does not merely depend upon the superficialities of that person but it includes the personality and character of an individual and their ability to connect with the masses emotionally.

World Press Freedom Day is celebrated every year on 3rd May worldwide. It is an opportunity to celebrate the fundamental principles of press freedom; to evaluate press freedom, to defend the media from attacks on their independence and to pay tribute to journalists who have lost their lives in the line of duty.

The United Nations General Assembly proclaimed World Press Freedom Day in 1993, following a recommendation adopted at the twenty-sixth session of UNESCO’s General Conference in 1991.

As they investigate sensitive issues, unveil disturbing truths and question policies, journalists find themselves in the firing line of those directly or indirectly exposed by their reports.

Facing harassment, threats of violence and physical retaliation, journalists across the world continue to dig out troubling facts, challenge the status quo and expose those who commit crimes. Day after day, journalists investigate and file reports on issues they know they could be sued or killed for. Many pay the price. On World Press Freedom Day, let us pay tribute to all those who have lost their lives for bringing us closer to the Truth.

These days, I mean election campaign days, much stress is given on the individual right to vote. I think this image PERFECTLY depicts the essence. There are many webportals which are campaigning to inspire individuals to vote, express their opinion, cross question the candidate, demand for explanation from previous MP's and MLA's; these have actually published their social and criminal records on-line.

This is a welcome change, seems we have matured from blaming politicians for everything...

The coverage of the terror attacks showed that when the media becomes a purely business enterprise, news becomes a commodity, serving the interests of the few. It ceases to be the guardian of democracy or the protector of public interest.

Hastiness and superficiality are the psychic diseases of the 20th century, and more than anywhere else this disease is reflected in the press.

On November 22, 1963, some 38 minutes past two p.m., Eastern Standard Time, Walter Cronkite of the CBS takes off his glasses while announcing the assassination of President John F. Kennedy. He puts them back on slowly, and takes about seven seconds to read the next sentence in a voice struggling to regain its composure. Those few seconds of time, which are an eternity for live television, surely would rank among the most poignant moments of television journalism. Reams of pages could not have evoked the same pathos as those moments of silence. Contrast these with the plasticity and obscenity that characterised the 60 hours of visual media coverage of the terror in Mumbai, especially in English. As Jean Baudrillard puts it, the obscenity of media events “is no longer the traditional obscenity of what is hidden, repressed, forbidden or obscure; on the contrary, it is the obscenity of the visible, of the all-too-visible, of the more-visible-than-visible”. What the terror exposed was not just the underbelly of the Indian State but also the innards of the institution of media in India.

Role of commercial media

But the few critical responses to the terror coverage do not go beyond the superficial and technical aspects of this phenomenon to understand the deeper question, which is the role of a commercial media in a democratic society. The real issue, therefore, is the systematic erosion of the concept of the press as the fourth estate: the belief exemplified by people like the 19th-century historian Thomas Carlyle that “invent Writing” and “Democracy is inevitable”; the belief that the press is the guardian of democracy and the protector of the public interest. And this erosion is the inevitable culmination of the long process of the appropriation of the concept of public press for the private interests of a few, in short, the turning of the press into a business enterprise. The news here becomes like any other commodity in the market. Of course, the media in India has hardly assumed the scale and the depth of corporatisation in countries like the United States. But the signs are ominous and these are hardly encouraging for the miniscule number of media outlets that seek to be a real “public press”.

The most problematic aspect of the recent coverage is the media’s posturing as an “objective” and “neutral” entity — above all kinds of power interests — which merely seeks to bring the “truth” to the public. This posturing is seen in the shrill rhetoric of the blaming of the State and the political class for the tragedy. In this simplistic formulation of the “good” press versus the “evil” politicians, the media panders to something called the “public opinion” instead of acting as a critical catalyst of the latter. Public opinion must be the most abused term in a democracy. But what we forget in the aura of Obama is that it is public opinion that sanctioned the U.S. war in Iraq and it is public opinion that elected George Bush back to power. So a public opinion uncoupled from higher universal principles of justice and ethics is merely a mob stoning an alleged adulteress to death. Walter Cronkite went on to become the “most trusted man in America” for often going against the public opinion, even from within the confines of a commercial media. When he, against the logic of television ratings, delivered the verdict against the American war in Vietnam, President Lyndon B. Johnson famously remarked: “If I’ve lost Cronkite, I’ve lost America.” With hundreds of debates on television in the last few days, it was reprehensible that not even one proposed a political solution, rather than a technical or military solution, to the problem of terrorism.

A modern myth

The moral superiority of the media in relation to the political class and the State is the biggest myth in any capitalist democracy. The recent politician-bashing undertaken by the media hides the deep need of both for one another. Such a synergy could not be better illustrated than by the media celebrity status attained by politicians like the late Pramod Mahajan. The same goes for the media’s harmonious and mutually beneficial relationship with capitalist interests which include the entertainment industry. It is almost laughable that the media, after 60 hours of shameless voyeurism, chose to call Ramgopal Varma’s visit to the Taj as “disaster tourism”. The media’s defence that the lack of coverage of the victims at the CST railway station as compared to those at the five-star hotels was not “because of some deliberate socio-economic prejudice” but an aberration and imbalance that crept into the chaos of covering live tragedy ignores the deeper systemic problems hinted above. Even after the tragedy was over, the sanity of the studios could still not restore the imbalance. For instance, NDTV’s “We the People”, telecast on November 30, had among its expert panellists, Simi Grewal, Kunal Kohli, Ratna Pathak, Ness Wadia and Luke Kenny! These people are supposed to represent us, citizens, against the inept and carnivorous State. Through the magic wand of the media, the rich and the famous transmogrify into “we the people”. The philosopher Slavoj Zizek had noted that the “close door” button in the elevator is actually inoperable: it does nothing to hasten the closing of the door, but gives the impression that it does. The presumed power of the media as the representative of the people is something similar: it merely gives the illusion that we are all participating in it. And it has always been this way. That is why the suffering and tragedies of the few elites who lost their lives in the terror attack become more important than that of the other victims. That is why the media spectacle of terror has the habit of ignoring the systematic horrors and tragedies undergone by millions of Indians on a day-to-day basis. And that is why the Taj and the Oberoi will enter our wounded collective consciousness, unlike Kambalapalli and Khairlanji.

It is shocking that a slogan like “enough is enough” is bandied about in the media now after a terror attack. The moral angst of the media could not be roused all these years even when 1.5 lakh farmers committed suicide in a period of mere eight years from 1997 to 2005. How many channels did exclusive “breaking news” stories when India, the second fastest growing economy in the world, secured the 94th position, behind even Nepal, in the Global Hunger Index Report? Where were the Shobha Des and Ness Wadias then, who are now out on the streets mouthing revolutionary slogans like “boycott taxes”? Where were the candle light vigils and demonstrations when policemen rode on a motorbike with a human being tied to it? Or when a father and a child were crushed under a bus after being thrown off it for not being able to pay two rupees for the ticket? For the 40 crore Indians who live like worms, the prospect of being shot dead by terrorists would seem like a dream come true. At least it is more glorious and patriotic than swallowing pesticide!

The clamour for the accountability of the State and political class that has been occasioned by the terror was long overdue. And the media has played a role in giving a stage to vent this anger. But ultimately, it hides the fact that commercial media is just another partner in the State-corporate alliance. Otherwise, how can you explain the lopsided coverage in the English media about poverty, hunger, health, nutrition and violation of human rights (which would not exceed 10 per cent of the total number of stories and reports)? While a lot of questions have been raised about democracy after the terror attack, there is none about the need for a real independent media which is free not only from the clutches of the State but also from profit and commercial considerations. Enforcing some security guidelines for the media for wartime and emergency coverage does not address the larger question of the freedom of the press and its accountability to the public which can happen only if the latter are treated as citizens and not as consumers.

Blaming the media alone for our problems or not acknowledging some of the benefits of even a commercial media is naïve and one-sided. Nevertheless, the “public debates” that were staged on television in the last few days operated on a thoroughly emasculated notion of democracy and security. What the urban middle classes and the elite want is not democracy but Adam Smith’s night watchman State which does nothing more than the strong and efficient protection of the life, limbs and property of the people (read the classes). Once that is accomplished, whether the masses sell their blood, kidneys or their bodies to make a living is none of their problem. Despite the clamour for democracy, even the media is aware that if real democracy is established, it will not be able to sell many of the things that it is selling now, including terror as a packaged product. Until then, it will continue to be the vulture in the Pulitzer Prize-winning photograph of photojournalist Kevin Carter: the Sudanese toddler, all skin and bones, lies slumped on the ground in her attempt to crawl to the feeding centre, while it waits in the background, for her to die. At least, Kevin Carter had the conscience to end his life.

Mumbai terror attack is all over the media, and it’s quite a shame to see how Indian media is going overboard in detailing out the events minute-by-minute.

First of all, lets try to understand the basic intention behind all these attacks - it’s not just to kill few 100 people, but the bigger intent is to spread panic. Bring the country to halt.

And what is Indian media doing? Covering live show of the terrorist attack (as if it’s a rock show?)? Calling the attack asIndia’s 9/11? In short, ensuring that they complete the rest of the task left by terrorists? i.e. spread panic all over the country, so that businesses and regular life suffers all over the country and is just not limited to Mumbai - exactly what the terrorists ordered for.

The competition right now is to capture the event as closely as possible, interview hostages (ask them what did they go through? CRAZY !! ) without caring about the sentiments of what they have gone through.
Is there a code of conduct for media during such events? If not, we need one.

Indira Gandhi : A Biography

It was after a long time that a book has captivated me, to such an extent that I would extend my normal reading hours in the night. I became so much engrossed in the book that I put on hold, a lot of works that I set aside to be done. For three days and nights, the book was a constant companion. The book bears a resemblance to the fast pace of modern fictional thrillers like Dan Brown’s Da Vinci Code, except for the fact that the book is not a work of fiction but essentially a look into the history of adult India through the life of Indira Gandhi.

The book is written byPupul Jyakar, a close friend and confidant of Indira Gandhi. She traces the history of the Nehru family right from the Mughal times, where an ancestor of the Nehru family occupied a position in the court of the Mughal Emperor, FarrukhSiyar. The book speaks on the journey of the ancestors of the Nehru family from the Kashmir valley to the court of the Emperor in Delhi and to their final settlement in Allahabad. The book also gives a good deal of insight into thefreedom struggle of India.

The book paints the picture of Indira Gandhi not as someone who needs to be eulogized for but of a shy lady who transforms into an iron woman but yet vulnerable and loveable. It brings to light the early shyness exhibited by Indira Gandhi, the reason being a crude remark made by her aunt Vijayalakshmi Pandit, by calling her an ugly girl. The book dwells on the German professor Frank Oberdorf who would court Indira Gandhi ceaselessly by reminding her of her beauty but she would not give in to the charms of the German. The book speaks the deep conflicts that Jawaharlal Nehru had with his daughter on account of Kamala Nehru. Her relationship with husband Feroze and son Sanjay is also covered lengthily in the book.

After reading the book,I come to the conclusion that people of India would always be grateful of the strongand gritty leadership that she gave to her nation. I wonder what wouldhave been the fate of India had she not come into the political scene. One truly wonderful deed that she would be ever remembered for apart from the Indo-Pak war of 1971 and the first Pokhran atomic blasts would be her removal of Emergency which she had herself imposed on the people of India. That singleact strengthened the Indian democracy. It laid to rest a common quote oftentold “No dictator was known to give up power except through a counter-revolution”. Indira Gandhi knew that giving up her power might ruin her but she went ahead for the good of the country. Sure enough she suffered a heavy loss but it also became very clear very soon that at that particular period in the history of India, there was no leader in the scene who could capture public imagination like the way she did and made a brilliant comeback.

Full of startling insights, Indira Gandhi: A Biography, paints a magnificent portrait—at once empathetic and unprejudiced—of one of the twentieth century’s most remarkable women.

Yes personal IS political !!

This is the exact example for showing what I mean by "personal is political" with he increasing media intrusion.

Yesterday, since early afternoon Raj Thackeray was shown cutting his birthday cake, the cake in shape of letters 'bhaiiya'. All channels showed the clip and commented on his destructive body language. Some private joke became a public row. Though news channels claim that the birthday cake lost what the andolan had won the later public response tells us that people are more agitated with the news channels for showing the clip again and again and peeping into the private life unnecessarily and digging the issues to criticise Raj Thackeray.

This tells us that how important is safeguarding ones public image and especially for someone like Raj Thackeray who is so popular that he cannot afford to make such mistakes.

Thanks to his appeal that is public image is not soiled in the eyes of those who matter to him.

Really I was amazed to see hoe charisma worked wonders!!
